It has been about 3 months i have been dealing with this also and honestly support has been completely ineffective in providing any real path to a solution. My progress and ingame unlocks are all not being recognized because online services are not available.
SPLINTER CELL BLACKLIST STEAM DRIVERS
I've gone through your support troubleshooting and i have no firewall or programs blocking it from working, as well as i have reformatted my computer installing new windows 10 with all updates and only installed nvidia drivers (and other essential windows drivers) and many other things.
SPLINTER CELL BLACKLIST STEAM UPDATE
Gave them dxdiag and msinfo32 information.I have the same issue (as do many in the steam discussion forums for this game) and it seems to have been after the update to Ubisoft connect. And thankfully, when Ubisoft support does get to you, they tend to be relatively efficient and detailed, so kudos there. Hopefully something will come out of this. I REALLY dont want to have to buy the 70$ game again through Uplay though. I thought this was important and a interesting piece, and maybe something that could help solve the issue. I saw the flash on my friends list, opened the notification (pictures posted after this paragraph) and it said "has invited you to play a game Tom Clancy's Splinter Cell Blacklist Deluxe Edition-STEAM. My girlfriend, in-game, tried to invite me to a match while I was logged into UPlay. Or at least, some poor bastard like me will be cruising through google trying to find a way to resolve this issue, and finds this post (which will hopefully help them). And, if I do happen to find a way to fix this problem, spread around the way to fix it myself. But, I came here for further help from the community (and possibly mods) in order to resolve this issue. I'd rather not associate my wallet with a business that apparently frustrates many of its consumers and fanbase on a regular basis with tech errors post-launch, rather than attempting to deal with them beforehand. I have spent seventy dollars, only to have this game I was to supposedly enjoy with my girlfriend this weekend end up failing to work. I was patient before with my half a dozen Conviction errors, but now I am getting pissed. I came back home today and tried to launch, looking forward to some fun co-op Splinter Cell co-op with the gf. Then was asked to launch it again just to check. I could play once through the intro sequence, get on the plane. It worked, but exactly like the first time. Just uninstalling Uplay and Blacklist, wiping every trace from them registry and all. Screen flashes with a small emtpy cmd window and then nothing."

"Download game, install game, install uplay(if you don't already have it). I have the same problem as this person (and many, many more apparently) I could only close the game by restarting my computer or ending the process (Ubisoft Gamelauncher). Steam said I was playing Blacklist, and so did my Processes. I got a quick flash of a black CMD prompt referencing my steamapps, Uplay launched and updated, and then Uplay opened. I came back a couple hours later to attempt to launch it. I got in the second time and walked around the plane a bit, then left the game. My issue is that I have bought Blacklist Deluxe Edition through Steam. Nor will the INI file fix resolve the issue. Before you start throwing out links and suggestions, know that I do NOT have this issue.
